Kelley

Middle Tennessee Natural Gas
Ed Kelley has been with Middle TN
Natural Gas for over seven years and is responsible for all construction,
maintenance and service. Middle Tennessee Natural Gas serves 55,000
customers in 20 counties and has over 3,000 miles of underground mainline piping
the Middle TN area. Ed attended the University of Tennessee and
completed the Executive Development Program. He has served on numerous
state and national committees including the Tennessee Gas Association and
American Public Gas Association. Ed has been a board member since 1990 and
is presently the secretary.

Paul Randolph

Knoxville Utilities Board (KUB)
Paul
Randolph has been with KUB for 29 years & is currently the Vice President of
Operations and Overhead Construction. He is responsible for all aspects of
construction and maintenance of the electric distribution system serving nearly
200,000 customers along with the safe, reliable & efficient operations of all
four utility systems delivered by KUB to over 400,000 customers in parts of
seven counties surrounding Knoxville, TN. Paul graduated from the University of
Tennessee with a BS in Civil Engineering and is a licensed professional engineer
in the state of Tennessee. He is a member of various utility and professional
organizations and has been a member of the TOC Board since 1995.

Middlebrooks
Vice President of Distribution
Jackson Energy Authority
David
Middlebrooks is Vice President of Distribution for Jackson Energy Authority.
His first 12 years were in electric transmission and distribution construction
and maintenance. The past 14 years have included responsibilities in all
aspects of public utilities including fiber optic and telecom. Current
responsibilities include oversight of distribution crews for Electric, Gas,
Water, and Wastewater systems, Purchasing and Stores, and Fleet Maintenance. He
has over 26 years experience in public utilities with the last 24 being with JEA.
David is a graduate of the University of Tennessee at Martin with a BS in
Electrical Engineering Technology and an MBA in Management. David is currently
serving on the City of Jackson Tree Board, TVPPA Planning Committee, Tennessee
One Call Damage Prevention Committee, JEA’s Cultural Diversity Committee. He is
currently Chairman of the TVPPA Planning Committee.

Dewey Branstetter

Dewey Branstetter is a partner in the law firm listed
above where he has worked since 1981. Dewey is a graduate of Vanderbilt
Law School. He has represented Tennessee One Call since it converted from
a vender run organization and represents numerous utilities across Tennessee.
His firm serves as a counsel to the Tennessee Associations of Utility Districts.
Dewey has served as counsel to a number of non-profit entities as well as
serving as a board member on numerous non-profit boards.

William Russell has been with Sprint for 33 years.
He is the field operations manager for Tennessee and North Florida.
William has served as a board member for the last 4 years and serves on various
committees. He currently serves as the TOCS Vice-Chairperson.

Robert Garner

Robert Garner has been employed at Nashville Gas, a
Piedmont Natural Gas Company, since 1987. He has worked in the marketing
and engineering departments in addition to construction. He is a graduate
of Tennessee Technological University with a BS in mechanical engineering and is
a registered professional engineer in Tennessee. He is a member of several
organizations and serves as chairman of the Nashville Area Utility Caucus.
Robert has served as a board member for TOCS for 2 years. He is currently
chairman of the Tennessee Damage Prevention Committee.

Bruce Mangrum

Bellsouth
Bruce has been with BellSouth for 18 years and currently serves as the manager
in charge of damage prevention for BellSouth’s North Operations Area which
consists of Tennessee, Kentucky, and North Carolina. He has served as
Operations Director for one of BellSouth’s special service call centers and in
various planning, engineering, and finance roles. Bruce graduated from
Tennessee Technological University with a BS in Mechanical Engineering and from
Belmont University with a MBA. He is a licensed engineer in the state of
Tennessee and currently serves as Chairman on the Tennessee One Call board of
directors.

Bill Dobbins

Tennessee Associations of Utility Districts (TAUD)
Bill Dobbins has been the executive director of the
Tennessee Association of Utility Districts for the last 6 years. He
oversees a staff of 12 that provide training and technical assistance to water
and wastewater utilities across the state. TAUD conducts 6 statewide
conferences and maintains an active lobbying presence in Nashville and
Washington, DC. Bill attended Bethel College and has a masters in public
administration. He has served on several organizations and boards and has
been an Advisory Board member for TOC for one year.

Frank Sadler

Frank Sadler has been with Atmos Energy for over 10 years.
He is responsible for all natural gas piping and facility design in Southern
Illinois, Missouri, South Iowa and portions of Tennessee. Frank has over
30 years experience in the engineering field and is a licensed professional
engineer. Frank has served on various boards and committees. He has
been a board member with TOCS for 12 years.

Paul Ramsey

Tennessee Gas / ANR Pipeline Company (an El Paso Company)
Paul has been employed for over 31 years with Tennessee
Gas Pipeline Company and is involved with the International Right of Way
Association. He graduated from Eastern Kentucky University with a BS
degree. He has served as a board member for over 11 years with TOCS.
With his expertise in the gas and pipeline fields, Paul serves on the Tennessee
PIPE program committee which works with the pipeline company damage prevention
group. Paul introduced the Pipeline Program to the board in 2002.

Edward V. Andrews Jr.

Service
Edward's career
spans over 37 years as an employee of Nashville Electric Service. He is
responsible for the monitoring and control of the NES power grid, substation
construction, underground facilities, dispatch center and metering functions.
Nashville Electric Service is the twelfth largest public electric utility in the
nation serving approximately 340,000 customers.
Edward received an Electrical
Engineering Technology degree from Nashville State Technical Institute, a BS in
Engineering from the University of Tennessee-Nashville, and a MBA in Management
from Kennedy-Western University. He is a member of the Tennessee Damage
Prevention Committee, TVPPA Planning Committee, Mid-South Electric Metering
Association Executive Committee, Dayspring Academy Board of Directors, and the
Nashville State Community College Board of Trustees. He currently serves as
Treasurer for TOCS.

Donald Mingus

Donnie Mingus is the owner of Team Construction which is
an underground utility contractor that specializes in gas utilities which
include renewal, relocation, new main and service installations of those
utilities. Donnie started the company in January 2002 and currently has 62
employees that serve Middle Tennessee and Southern Kentucky. He has over
24 years in the gas industry and is a member of the Tennessee Gas Association.
He also serves as a board advisory individual on the TOCS board.

Reggie Bowlin

Memphis Light, Gas & Water
Reggie currently serves
as Manager - Electric Construction and Maintenance for Memphis Light, Gas and
Water (MLGW). His present responsibilities include oversight of MLGW’s electric
transmission, distribution, and network construction/maintenance;
troubleshooting and system restoration; facilities location; and contracted tree
trimming. A 19- year veteran, he has served MLGW in such capacities as
Assistant Manager - Customer Service & Field Operations, Assistant Manager –
Work Center, Supervisor - Customer Engineering, and Electric Lead Planning
Engineer. He is
graduate of the University of Tennessee at Knoxville with a B.S.E.E. and of the
University of Memphis with an MBA concentration in finance. He is also a
Licensed Professional Engineer in the State of Tennessee. He has successfully
completed the MLGW Managerial Executive Development Program.

Daniel Canter, CPA Inc.
Dan Canter is a Certified Public Accountant and currently
has two offices, one in Tennessee and one in Ohio. Dan is responsible for
all phase of practice management, audit planning, fieldwork and supervision.
He graduated from Youngstown State University with a BS in Business
Administration. He is a member of the American Institute of Certified
Public Accountants. Dan serves as a consultant for 6 One Call Centers and has
been the accountant for over 10 years for TOCS.
